Every time a user enters the screen they must load the Flex Fields first. Since it is more common for users to go to this screen to view/edit Business Rules, I moved the Business Rules Accordion section above Flex Fields and load it first instead.

Merge from JAFFA_5_15_RELEASE

The resource properties files saved with asci character set and when the loadPropertiesFromFile method tried to load the properties file into properties, it has used the UTF-8 char set to find the file. This has failed to find the file and hasn't synced the label override. Now changed the code to use InputStreamReader to use the UTF-8 char set to load the properties.

1) The ApplicationResourcesOverride File is an ASCI file. Hence removed the second parameter into file constructor for UTF-8.
2) applicationResourcesDefaultLocation wrongly is used in place of applicationResourcesOverrideFile. Correct it.

Revision: 8003(Manually merge from 5.21) has missed/replaced the Revision: 7999. Fixing the merge and adding the fix from Revision: 7999.
