Commit [r8029] Maximize Restore History

JAFFA-235

Every time a user enters the screen they must load the Flex Fields first. Since it is more common for users to go to this screen to view/edit Business Rules, I moved the Business Rules Accordion section above Flex Fields and load it first instead.
