JaffaRIA allow for a configurable heartbeat setting. The heartbeat will default to no setting, which will be interpreted as being on so this will not change current behavior. This setting can be changed through the system config desktop by an admin user of GOLDesp.

Allow the default behavior to be toggled between all events enabled or disabled using the jaffa.soa.events.defaultEventState=enabled/disabled in ApplicationRules
