The change to the Jaffa SOA library is being made to address the current issue with how the system raises SOA event messages.
This change will replace the current jaffa-soa.jar file to allow the system to re-route messages directly to JMS Broker bypassing the Database layer.
This change will reduce the amount of time required to for the system to process the various messages that are currently being seen in the SOA event queue.

Added setPrinterList() method to allow passing one or more printers in a comma-separated list to set the default printer array. This facilitates more easily passing the printer list from the UI.

The change to the Velocity library is being made to resolve a memory leak issues inside velocity template engine.
This change will upgrade the velocity.jar library from version 1.4 to version 1.7 to improve events process performance.
