#1 Default Build in JAFFA need oracle.jar

We have a dependency in the build for oracle because of
the JDBCSecurityPlugIn using oracle specific classes.

We should enchance ant so that
a) It can exclude compiling this class if no oracle JAR
exists, or
b) Have a property in the build for Oracle so if not set it
will exclude any files that have an oracle dependency.

By default released build will have a compiled version of
the oracle class.

Need to update the documentation to explain how to do
a build with/without oracle.

    Added appropriate condition and excludes in build file.

    All the documentation needs to say is "Rename, or remove
    oracle12.jar to build without Oracle support".

    Unsure where in docs this should go.
