A circular Hough filter that does projective convolution of the incoming x,y events with a circular kernel. Thus, circular objects of the same size as the kernel are highlighted.

The time constant of decay of the membrane potentials. Increase to increase output rate.
threshold::
Neuron firing threshold. Each incoming event contributes 1/n EPSP to the output neuron where n is the number of pixels affected by an incoming event.
