#100 [fix] missing jspikestack/Network - Filters button crashes the GUI

it's because jspikestack subproject is not linked properly to the project, to fix this:

1/ add subprojects/JSpikeStack/dist/jSpikeStack.jar to libraries in Netbeans project's settings (this fixes the Run from netbeans)

2/ and for the linux script (similar needs to be done for Win, probably?) :
