#19 \insertParagraphBreak does nothing in a table

I have a table which uses <br/> in its input.
The DSSSL program implements that as
(element br (make paragraph-break))
That appears in the output as
...Nov 14\Node%
{\def\Element%
{198}}\insertParagraphBreak%
{}\endNode{}[Aug  LoAR]...
All well and good.

There is no break in the table cell in the output.
The contents of the cell come out on one line:
...Nov 14[Aug LoAR]...
