#15 Include separate configuration for default number of pages during QA
Presently the Maint.tab tab_name=presentation_codes screen has a column for MAX_PAGES, the maximum number of pages for each paper -- but this max number of pages is also used for the default number of pages in the Editor.qa_paper screen.
It would be helpful to have the default as a separate configuration parameter/column from the maximum for conferences where some page number limit exceptions are allowed but not all authors write to the limited number of pages. For example, at IPAC'14, we permit references to run onto an extra page (4th or 6th depending on presentation type). This extra space was used by perhaps 20+% of authors so the most efficient setup for paper QA would have been to have the max number of pages at 4 or 6, and the default number of pages in the Editor.qa_paper screen at 3 or 5.
