I have limited knowledge of programming but from a pure user level a great feature would be able to drag and drop exported citation files e.g. ISI, RIS type files, into JabRef. Is this easy/difficult?

There is a patch by John Zedlewski that adds improved drag-n-drop facilities. I'm not sure if it does the operation you describe exactly, but it does handle auto-downloading and import if you drag a link to a citation. I'll have to check if it handles a dragged file similarly.
This patch may make it into the 2.1 version. If not, it will be integrated in the version after that.
