If I click on JabRef-2.11b3-setup.exe, nothing happens. This is on Windows 7. I had no problem installing with JabRef-2.11b2-setup.exe

I tried it on Windows 8.1 and it worked without problems.

Do you have 32 bit or 64 bit Windows? - On the mailinglist, one user statet that he managed to install (and run) JabRef 2.11 beta 3 successfully on a Windows 7 Professional 64-bit machine. - See https://sourceforge.net/p/jabref/mailman/message/34254219/

Yes, the dev version installed (this was on 64 bit Windows 7 professional)
