#10 Scripted Thread Index

The scripted thread index option doesn't do anything. It
should disable the javascript and the extra div on the
different skin modes so that non-complient browsers
don't complain.

This will probably go hand-in-hand with a new template
system. But both of these things are a lot of work. Bah.
