#27 Allow Unassigned in Assign To

It is good that the Assign To field exists in all spaces. But an "Unassigned" field value would be useful.

This feature could later be extended with a rule on which roles can assign tasks. But even without the roles, it is valuable that anyone can create issues (with Unassigned as default), and the project planners will regularly search for Unassigned issues and hand them out to the available assignees.

I think it's better to have unassigned tasks promoted to project lead(s), because ultimately project success depends on them. They are the ones who should be performing triage on assignments and if they are not, then they are the ones who should receive alerts and escalation warnings.

Therefore, I believe a better feature would be to have assignments default to subject matter leads (assuming the task or issue can be categorized at time of entry), who can then assign to individuals.

The important point is to make assignments to someone responsible immediately, who then has to act.

I think that jtrac administrator will have possibility to select user in space, responsible for new issues, and new issues will be auto-assigned to this responsible - issuer don't need to know responsible for it's task. Later assigned responsible can re-assign issue to other (known by him!) user.

This is important feature for clear workflow!

+1 more than one time? :)
