Users are able to edit User Name, Login Names and Emails. This creates a confusion in identifying actual users. These rights should be with admin alone.
Please explain the use case in more detail. It sounds a bit user-hostile. I remember the last time I used an online system where it wasn't possible for regular users to change the email address - it was a pain in the butt, precisely it did involve administrators.
As to the login name, if one were to touch that area, IMO the best approach would be to get rid of it altogether - the world has moved on to using the email address for that.
