A way to set the "Assign To" field to be available ONLY to users that have permission to the field or make it hidden for users. Example: Managers or techs can see it and use it but not Users.
Users will be able to submit help tickets but not assign it to specific members of our jtrac.

Following these steps you can assign users read-only roles, which can not change the ticket's state, only view them.
We have used this option to allow QA's users access to the tool in order to perform project's audits.
1.- Creates a specific role has not enabled any transition of states.
2.- Assign this role to users who do not want to have enabled / modify the ticket's assignments
3.- Verify the result
