When a resource does not have a mime type, it throws
an exception which isn't caught in
TextHtmlMimeTypeOnlyRule. I fixed the attached code.

The only exception that can be thrown is InvalidStateForActionException, which indicates a coding bug. Unclear why this should be fixed.
