#84 webinterface needs more configurability

Line 164 of the problem server on the server (the
09.25.05 version, i think, maybe 09.25.04) is
commented out in favor of removing "etc/problems" from
paths. However, this path needs to be in there (and line
166 needs to be commented out).

I've done this on the server to make it work. But the
better solution would seem to make that value come
from a properties file (etc/server.cfg). This (being perl) is
definitely Brockman's domain. But if he's really busy, i'll
try.
