As in english, overfull line buldges to the right (end-of-line). In hebrew this become a buldge at the begining-of-line, looks awfull and should be corrected.

a workaround is to allow larger spaces between words (and sentences) with something like
\spaceskip=.3333em plus1.5em minus.17em \xspaceskip=.4444em plus1.5em minus.037em
in my opinion, ANYTHING is better that a line buldge to the right.
