#165 cold attacks and frozen state

What about "wand of cold rays" and
state of item/creature - Frozen?
Frozen potions cannot be drank
(probably can be eaten?).
Frozen wands and scrolls
will crumble to pieces when used frozen.
Creatures are slowed down noticeably or even stopped,
depending on material and atrributes.
