#48 R3.1: E-Mail Notification should be optional per project

Every time someone is saving or creating an issue, all users of the project receive an E-Mail Notification.

Should be:
E-Mail Notification should be optional, it should be easy to add or remove this function for each user by the administrator.

There will be a facility provided for the user to opt-out of the email notifications.

As far as I know, only Project-Owners and Users connected to an Issue will be notified of Issue-Updates. Settings concerning Notifications would be great to have:
User Settings:

• Settings of which Notification-Types you will receive
• Complete disabling of receiving Notifications
• Option to only receive Notifications about your owned/created issues updates
  Project Settings:
• Disable Notifications completely for a Projects Issues

By default each user should get notifications as is. But the user should be able to opt-out per project.
