#14 How do allow only certain users (management) to assign tasks

Although any user should be able to create a task when
they take a call for a job, only management should
assign the task. How do I do this?

Currently you have the users and management people in one
group, call it "staff" for example. The general users who
belong to the staff group create group tasks that then the
managers can assign.
ITMS 2 will have 3 levels of group membership, so that a
user may only be assigned tasks, assign or be assigned
tasks, or only assign tasks. (ITMS 2.0 hasn't even been
started btw)

For now, it would just be silly for the users to assign
tasks that were meant for them to the managers, who want's
to upset the managers! (so they create them in the same
group as the managers and don't assign them)
