#101 can't open MINC files from GUI, only command line

When trying to open a {main,another} MINC file from the menu, I see "Unable to open file format" and indeed there's no MINC or generic ITK reader in the menu of supported formats. However, opening from the command line works fine.

(Version 3.6.0 on Ubuntu 16.04 Linux.)

    Hi Ben,
    when I tried to load the test data in MATLAB, it complained with the following warning:

    This DICOM file contains multiple values with the same name. The last appearance is kept.

    I am adding a generic ITK reader to ITK-SNAP 3.8. This should resolve the discrepancy between the GUI and command-line reading. However, I think ITK has to be compiled with MINC support for this to actually work..
