This occurs on Windows 7 and Windows server 2008.
The attached file has the correction. Ultimately the issue arises from trying to run env on a windows system and no properties being generated

do we have update jar which has fixed this issue ? i am facing the same issue now with windows 2012 server ..Any suggestions ?
