it would be nice to have jpg, gif image support in the questions.

I have tested successfully with all types of image by Inkscape
you can use Inkscape to open all image files then go to
Edit --> Select All in All layers ---> Duplicate
File ---> Save as SVG

Other way
Use Mircosoft Paint to open image file then save as 24-bit Bitmap
then open file that you have just saved by Inkscape then save as *SVG
