Steps to reproduce:
run on any terminal (window1): open --background -a /Applications/iTerm.app /bin/pwd

What happened:
The new window opened, and focused (window1 lost focus).

Expected:
The new window should be opened, but not focused. Focus should stay on window1.

System: Macbook Pro Retina 13 running OSX 10.8.2
