#14 calltips.txt needs [functions] at the very top

Hi

Thanks for taking up the maintenance of this fine tool. I had reported in 5.2x times that the calltips.txt file needs [functions] as the very first line of the file for the tool tips to come up automatically. I just confirmed this in 5.3.0 and the tooltip for me appears only after I modified the text file. If this is not the case please let me know how was I supposed to use the text file by default.
