    Software development nowadays is expensive, money is needed for development tools. Inno Setup is also PAID (for Commercial use for now) - if you want free tool switch to NSIS. Plans for resurrecting ISTool were canceled, instead completely new tools for popular Visual Studio and Delphi/C++ Builder IDEs were developed from scratch.
