#80 Error during uploading a file

I have been installing tracker in windows 2000 advanced
server. The installation was successfull, when I upload a
file there is no problem but I can't open it and there isn't
any file in download folder.
Help me, pls.

I have already instally Issue-Tracker 4.0.3 in Windows XP and
it is up and running. However i get this error

'Creation of main file upload directory failed! The system
administrator has been notified.'

Whenever i create an issue and upload a file. How do i
overcome this error?
