#48 Oracle support

We modified version 4.0.4 of Issue Tracker, adding
following features:

Oracle database suport(requires Oracle client version
10)
Email function on Windows platform
Attachemnt are stored in the database(as BLOBs) when
using an Oracle database.

Uploaded file contains the files and folders added or
changed from original version 4.0.4 of Issue Tracker.
Tested platform: Windows XP

step by step install guide.
