#37 Better pop-up info approach for 5dev37

This adds a new preferences option to "Show Tips" which
users must "opt-out" of. It adds a small icon with a
link to a popup info window for many major areas of
each window. It's a work in progress but I like it a
lot better than my previous attempts. Basically, I need
on-line help. Preferably integrated with the package.
Else I spend most of my life on the phone answering
[stupid] questions. :-[
