#68 Allow selection of Catagory on new issue create

I would like the capability to define a catagory when I
create an issue.

Currently, in order to catorgize the issue, I must edit
it immediately after I submit it to assign a catagory
to it. When I do this, the issue no longer shows up as
"new" in the issues list.

I would rather select the catagory when I am creating
the issue. This way, the issue would still show up in
the "new" column of the issues list.
