When entering an issue I don't always need or want to
associated a product with that issue. I may not know
which product is involved when I create the issue, or
the issue may not be related to a specific product.
I propose adding a configuration setting that makes it
optional to associated a product with each issue.
That would be the quick fix. A better solution would be
to create a web interface from where the group
owner/administrator could select the mandatory fields
for each Group individually.
