#54 Set Issue Severity Name globally

It would be nice if you could set the "Names" of the
Issue Severitys somewhere in a global file. Like in
const.php there is this

$severities = array(
0 => "None",

etc. but changing it will not change what you see in
the browser.

For Example I would like to use:

P4 (Trivial) P3 (Minor) P2 (Major) P1 (Critical)
