The ability to have status only settable at certain
permission levels.
Based on a users role, they would have access to set
the status level at certain levels. IT would need to
upgrade the status to that they have have roles
associated with them as well.
For example, managers, technicians, and clients all have
access to the group, and they can all set any issues
status. The idea here is to allow the admin to specify
that only managers and technicians can set the status
to closed.
So the list of status would have an additional box called
roles or rather Permission Set's, and the Group Admin
would select all the permissions sets that have the
rights to each status level for each group. Default could
be all status, then the admin could remove those they
want to restric to specific permission sets.

We do this at the moment by splitting up the company in two
groups.
- managers
- oters
People in (Group) Managers have the privelage to be able to
close
Of cource your proposed way is better, because you still
have a better overview for the whole company.
Thsi can be bypassed imho by using this two group thing and
assigning an additional function "close" which is in fact
a "Wait". The final close should than be set to automatic and
this will than be done by the managers.
This way there is still a rather complete list left and the time
can be set to a week or 2.
