#127 4.0.4 date formats

set everybody's date format to European (d/m/Y).
Would prefer to be able to do that globally - I've
hacked the registration page to set that preference for
each new user.

issue view - all the dates are correctly displayed in
d/m/Y format, including the due date. But they're still
input as m/d/Y, and described as mm/dd/yyyy, so if I
want to change the due date from 20-Apr to 21-Apr, I
have to change the displayed 20/04/2005 to 04/21/2005
!! It then displays 21/04/2005.

If I forget, it gives me some date in 2006.

There's another similar looking bug for 5dev3.

I guess what's needed is:
1) global default date format
2) honour date format for input & descriptions, as well
as output

Right. I changed one place where 5dev37 was specifying it
wanted a date in one format but that was NOT the format it
actually wanted. If anyone has patches or a similar project
that solved this problem (i.e., an URL to a source) I'll see
if I can hack it in.
