#94 Consolidate Advanced Search logic

Consolidate Advanced Search logic. It currently resides in 6 CGI and 1 .py scripts in the edit subdirectory. We want it to reside in one cgi script in the biblio subdirectory. This will consolidate the process of parsing search values. Moving the code to the biblio subdirectory will eliminate the need for special logic when checking whether JavaScript is enabled.
