Publication Editor validates title data inconsistently -- see lines 29-33 of edit/submitpub.py , function EvalField . For non-Title fields, OldValue (from load(), unescaped) is XMLescaped to match the pre-escaped NewValue. For Title, NewValue (pre-escaped by cgi2obj()) is XMLunescaped to match the raw OldValue. The end result should be the same, but the inconsistency can be confusing. We will want to eliminate it.
