#413 Post-Python 3: Submit EditPub pub_id validation bug

When creating a Publication Editor submission, if the value of "pub_id" is not defined, edit/submitpub.py errors out with a Python/Apache error. Note that this error doesn't occur when the value of "pub_id" is non-numeric or doesn't match an existing publication ID in the database.
