#366 Post-Python 3: Reordering authors in Edit Award is treated as a change

Reordering the same authors in Edit Award is treated as a change, e.g. changing "Larry Niven+Jerry Pournelle" to "Jerry Pournelle+Larry Niven" will add an author section to the XML payload. This shouldn't be happening -- other submission builders use "set" to compare author tuples.
