#348 Post-Python 3: Edit Title XML builder accepts a null language value

Edit Title XML builder (edit/submittitle.py) accepts a null language value. When the submission is approved, no changes are made to the value of the language field in the database. Note that the only way to create this scenario is to manually edit the submission form and change name="language" to something else.
