The secondary verification filer allows invalid verification removal. When "Verify Publication" is displayed, secondary verifications by other users cannot be edited or removed. However, that is only enforced at the HTML level (by adding class="nodisplay"). If a user manually edits the HTML form and adds something like checked="" to an "input" line, the resulting form will be processed by the secondary verification filer as valid and the existing verification will be removed.
