Remove obsolete 'missing URL' processing. The bulk of the procesing occurs in mod/missing_author_urls.py and mod/resolve_missing_author_url.py. They were made obsolete in April 2019 when the new SFE3 reconciliation process was implemented. It uses a different table, sfe3_authors, and different Python classes and modules.
