Store statistical reports in the database as opposed to OS files.

Part 1 - non-SVG stats reports. Implemented in:

biblio/stats.py
biblio/topcontrib.py
biblio/topmods.py
biblio/topvers.py

scripts/create_report_table.sql

Installed in SVN 179 and 180 on 2018-08-05. Keeping open because we still need to upgrade the SVG-driven reports.
