#134 MS Edge form submission bug - workarounds

MS Edge form submission bug - workarounds. Forn submission in Edge was broken in the May 2018 update. Occasionally Edge adds an extra character to submitted values. Adding "value" to "option" seems to help in many cases. We also need to add additional validation to all "cgi2obj" methods to make sure that controlled values like languages and formats are within the expected range of values.
