#971 Moderator warnings for ISBNs already on file should link to a list of pubs with that ISBN

The "ISBN already on file" warning message to moderators for NewPub/AddPub/ClonePub should link to a pub-search for the ISBN to make it easy to see the list of publications.

For example, if the duplicate ISBN is 0-312-85323-8 then the message would link to http://www.isfdb.org/cgi-bin/adv_search_results.cgi?USE_1=pub_isbn&OPERATOR_1=exact&TERM_1=0-312-85323-8&ORDERBY=pub_year&START=0&TYPE=Publication
