#88 Allow empty Series deletion
Add a new button on the main Series screen, "Delete This Empty Series". The button will only be displayed if the Series has no Title record associated with it and has no "child" Series. Add an extra check to the Moderator approval screen to avoid creating orphan pointers when submissions are approved out of order.
Implementation details:
When the user clicks this button, a regular SeriesUpdate submission with a blank series name will be created. Since Feature 2807944, which needs to be implemented first, will prevent users from blanking series names, this will allow us to re-use "SeriesUpdate". If we don't do it this way, we will have to create "SeriesDelete", which will require more extensive modifications to the main Submissions screen and probably the Web API.
