Let moderators manually authenticate new editors. At this time new editors have to confirm their e-mail address before they can edit their Talk page or any other Wiki page. The automated e-mail confirmation process can fail for various reasons, e.g. the ISFDB e-mail server is down, the receiving e-mail server is down (or rejecting ISFDB-originated e-mail), the e-mail client routes ISFDB e-mail to the editor's Spam folder, etc. We would like to let moderators authenticate new editors manually from all submission review pages.

The first part was implemented in scripts/authenticate_all_submitters.py 1.1 - installed in r2016-005 on 2016-01-28. It created a manual script run from the command line. The script identifies all editors who have created submissions and have an e-mail address on file, but have not been authenticated. It then authenticates them.
