#830 Summary pages should display all translations to unregistered users

As per the Wiki discussion at http://www.isfdb.org/wiki/index.php/ISFDB:Community_Portal#Followup_to_Translations_not_shown_on_author_page_when_not_logged_in , Summary pages should display all translations to unregistered users. A "Show/Hide Translations" toggle should be displayed at the top of each page for unregistered users only. The toggle's value should be saved in the user's cookies. Once this change has been implemented, we will also want to revisit the language warnings shown to registered users.

Part 1: The way translations appear on Summary Bibliography and Series pages has been changed. Unregistered users are now able to see all translations. The User Preferences page has been changed to let registered users decide whether they want to see "All", "None" or "Selected" translations. The page formerly known as My Language Preferences is now known as "My Translation Preferences". It has been modified to let users deselect "English".
