#818 Let non-moderators view cleanup reports

Let non-moderators view cleanup reports. The ability to mark records "ignored" will continue to be limited to moderators.

Intalled in r2015-133 and r2015-134 on 2015-09-12. Keeping the FR nce we plan to make more cleanup reports available to non-moderators.

Installed in r2105-156 on 2015-10-11. Closing the FR since there are no immediate plans to open up more reports at this time. We may revisit the issue later.
