#760 Synopsis field for Chapterbooks should be shaded out

The "New Chapterbook" page has been updated so that the "Synopsis" field is uneditable, so as to encourage the editor to put the synopsis with the short fiction record. However, unlike other uneditable fields in various screens, this one is not currently shaded out, hence it doesn't communicate that message to the editor as effectively as it could.
Entered as priority 7 not because it's so terribly important, but because the expectation is that the value-to-effort ratio is probably fairly high.

    As per http://www.isfdb.org/wiki/index.php/ISFDB:Community_Portal#CHAPTERBOOKs_and_series.2Fsynopsis_data , we are going to make Title Type not editable in all New Publication forms. This will disallow the scenario whereby editors could enter CHAPTERBOOK synopsis and series data when they clicked on, e.g., Add Novel and then changed the title type.

    Implemented in edit/newpub.py 1.30 by disallowing changing Publication Type in New Pub. Installed in r2015-008 on 2015-01-13. Closing.
